kurogeek 6039edfac6 phonebox: stop dnsmasq trying to write leases to /dev/null

dhcp-leasefile=/dev/null logs 'failed to write /dev/null: Invalid argument'
every lease; leasefile-ro is the supported way to run without a lease file.
