dhcp6c subscribe to ppp ifindex
...
when the peer bounces ppp, s6 will restart the ppp process but not
restart the dependent services (because the service isn't considered
to have gone down)
so the dependent services need to notice when the outputs from ppp
have changed

There is nothing in this commit except for the changes made by
nix-shell -p nixfmt-rfc-style --run "nixfmt ."
If this has mucked up your open branches then sorry about that. You
can probably nixfmt them to match before merging
